Callie Bray and Tiffany Guinn (Nallunrilnguq), both from Southcentral Foundation, spoke about how the foundation was able to work with Native communities to bring all-terrain vehicle (ATV) safety programming to youth living in a rural service area larger than the state of Colorado.

Technical Assistance Providers
Amber Jefferson
Amber Jefferson, MPH currently provides technical assistance for the Rural Health Network Development Planning and Rural Health Care Services Outreach programs. Additionally, she coordinates work for the Rural Advisory Council.
She has a strong focus on designing and implementing approaches that authentically engages communities. As a Technical Assistance Coach, she supports grantees in network development, program planning, community engagement, capacity building, and advancing programmatic and network sustainability.

Carla Freeman
Carla Freeman is a senior research associate at the Georgia Health Policy Center and a member of the Community Health Systems Development Team. She brings with her expertise in technical assistance and training in both the public and private sectors.

Catherine Liemohn
Catherine Liemohn is the President of CRL Consulting, a woman-owned small business founded in 1997, with an initial focus on provider-based consulting and provider network development. In addition to serving on the GHPC TA team since 2002, in September 2016, CRL Consulting, Inc. was selected by the FORHP, to be the consulting firm for Rural Health Network Development Planning grantees. After 5 years leading that program, CRL has continued to co-lead this work through a partnership with GHPC, designing and implementing a process to support grantees to meet the requirements and deliverables of the Network Planning grant program efficiently and effectively. Ms. Liemohn also serves as a TA Provider for the Network Development, Quality and Outreach programs.
Coleman Tanner
Coleman Tanner is a senior research associate with Georgia Health Policy Center and a member of the Community Health Systems Development Team. She brings experience in upstream approaches to create policy, system, and environmental solutions to public health problems.
As a member of the rural technical assistance (TA) team, she leads the TA for the Federal Office of Rural Health Policy’s Rural Health Care Services Outreach Program and provides TA to Rural Health Network Development grantees. Tanner provides technical assistance to rural health initiatives with a focus on building capacity, implementing evidence-based strategies, and creating long-term sustainability.

John Butts
John Butts, MPH is a senior TA team member with over 15 years of experience in the delivery and coordination of TA to rural health organizations, agencies, and collaborations to enhance local health system capacity, multi-sector collaboration, and long-term sustainability. He currently leads the TA program for the Rural Northern Border Region Outreach Program and also provides direct TA to Rural Healthcare Services Outreach (Outreach) and Small Health Care Provider Quality Improvement (Quality) program grantees. Mr. Butts previously led TA for HRSA's Office for the Advancement of Telehealth (OAT). He serves on the board of the Georgia Rural Health Association and holds Lean Six Sigma Green Belt certification.

Kaneisha Gaston
Kaneisha is a public health professional with expertise in project management, program development, and community health improvement. With a strong foundation in public health practices and a proven ability to lead cross-sector initiatives, she is committed to advancing health equity and reducing disparities in underserved communities.
Her early career began with supporting initiatives Public Health, where she gained hands-on experience in coordinating targeted interventions and engaging community partners to achieve measurable outcomes. Building on this experience she obtained a Master of Public Health degree, focusing on program planning, evaluation, and data-driven strategies to close gaps in healthcare access.
Throughout her career Kaneisha has successfully managed multi-stakeholder projects, led community outreach efforts, and overseen program implementation from design through evaluation. Her ability to align diverse partners, monitor outcomes, and adapt strategies to community needs has made her a trusted and effective leader in the public health space.
Driven by her commitment to lasting impact, Kaneisha aspires to continue leveraging her expertise in project management and health equity to influence organizational strategy, shape policy, and expand access to high-quality care for all communities.

Rachel Campos
Rachel Campos, MPH is a senior member of the Technical Assistance (TA) Team with over 15 years of experience supporting rural health initiatives funded by the Federal Office of Rural Health Policy (FORHP). She currently leads coordination and delivery of TA for the Delta States Rural Development Network Grant Program.
Rachel’s areas of expertise include physical activity and nutrition, strategic and sustainability planning, assessment development, and community and patient engagement. She has extensive experience working with rural health organizations—including FQHCs, CAHs, RHCs, and public health departments—and brings deep knowledge of the unique challenges facing the Delta region.
She also has a strong background in behavioral health, meeting design, and facilitation, and is certified in Lean Six Sigma Green Belt, supporting her focus on continuous improvement and efficiency in TA delivery.

Roxanne Elliott
Roxanne Elliott, DHSc brings 28 years of experience working in healthcare with a focus on community and population health strategies in rural communities. She has facilitated systemwide Community Health Needs Assessments for four hospitals; lead a community-based cross sector collaborative focused on opioid response; and has worked to merge community and clinical approaches to improve patient outcomes through a chronic care program at transition care clinics. She will provide technical assistance to the Care Coordination grantees and lead the design and implementation of the TA Program evaluation.

Wade Hanna
Wade Hanna, MD, MPH is a TA Team member and former practicing physician with a combined 48 years of experience in delivery of direct health care and provision of TA to HRSA programs. He provides TA to the Outreach and Quality programs and has extensive experience conducting compliance site visits with FQHCs. His areas of expertise include quality assurance, quality improvement, health systems capacity building, and sustainability planning, program development, operational site visits to support Bureau of Primary Health Care (BPHC/HRSA) clinics to strengthen health services delivery.
