The Delta States Rural Development Network Program provides support to rural communities in the Delta States (Alabama, Arkansas, Illinois, Kentucky, Louisiana, Mississippi, Missouri and Tennessee) to implement preventive or clinical health services for chronic diseases.

Technical Assistance Providers
Amanda Phillips Martinez
Amanda Phillips Martinez, MPH is a co-lead of the GHPC TA Team and has 19 years of experience in health program, policy, and evaluation. She has an extensive background working with FORHP grantees as a TA Provider and TA Program Coordinator. Her areas of interest include farmworker health care access, Community Health Worker models, rural health, sustainability planning, rural health network development, and meeting design and facilitation. She is an experience focus group facilitator and loves bringing qualitative research methods into community health needs assessments, program evaluation and community-lead participatory research efforts. Phillips Martinez has served on the National Advisory Council for Migrant Health and as Board President of MHP Salud, a national organization dedicated to advancing the CHW model.
Kelsey Duff
Kelsey Duff, MPP is a TA Team member with eight years of experience in public policy research and implementation, community outreach, data analysis, training and facilitation, and curriculum and learning design. She supports the Office for the Advancement of Telehealth (OAT) Telehealth Network programs through research, project coordination, and conference planning. Ms. Duff also coordinates quarterly peer groups for FORHP grantees to support peer connections and learning.

Rachel Campos
Rachel Campos, MPH is a senior member of the Technical Assistance (TA) Team with over 15 years of experience supporting rural health initiatives funded by the Federal Office of Rural Health Policy (FORHP). She currently leads coordination and delivery of TA for the Delta States Rural Development Network Grant Program.
Rachel’s areas of expertise include physical activity and nutrition, strategic and sustainability planning, assessment development, and community and patient engagement. She has extensive experience working with rural health organizations—including FQHCs, CAHs, RHCs, and public health departments—and brings deep knowledge of the unique challenges facing the Delta region.
She also has a strong background in behavioral health, meeting design, and facilitation, and is certified in Lean Six Sigma Green Belt, supporting her focus on continuous improvement and efficiency in TA delivery.
