The purpose of the Rural Quality Program, known as the Small Health Care Provider Quality Improvement Program, is to support the planning and implementation of quality improvement activities for rural primary care providers, or providers of health care services, such as critical access hospitals or a rural health clinic, serving rural residents.

Technical Assistance Providers
Ann Abdella
Ann Abdella is a TA Team member and provides TA to the Network Development, Quality and Care Coordination programs. She brings over 30 years of experience in designing and leading rural health networks. She organized and directed one of the first rural Medicare Shared Savings Program Accountable Care Organizations (ACO) in the country and directed the strategic planning, structuring, and alignment of activities for a Rural Health Network comprised of over 200 partners-local hospitals, physicians, community-based organizations, schools, churches, businesses, and municipalities.

Catherine Liemohn
Catherine Liemohn is the President of CRL Consulting, a woman-owned small business founded in 1997, with an initial focus on provider-based consulting and provider network development. In addition to serving on the GHPC TA team since 2002, in September 2016, CRL Consulting, Inc. was selected by the FORHP, to be the consulting firm for Rural Health Network Development Planning grantees. After 5 years leading that program, CRL has continued to co-lead this work through a partnership with GHPC, designing and implementing a process to support grantees to meet the requirements and deliverables of the Network Planning grant program efficiently and effectively. Ms. Liemohn also serves as a TA Provider for the Network Development, Quality and Outreach programs.
Eric Baumgartner
Eric Baumgartner, MD, MPH is a career community health professional and retired public health physician with over 35 years’ experience working at the local, state, and federal levels in both governmental and non-profit management and leadership roles. He has been a TA coach on the GHPC team since 2002 and brings to his TA approach the expertise and experience relating to community health strategy and advancement of community collaborations for building sustainable capacity for health and healthcare.
John Butts
John Butts, MPH is a senior TA team member with over 15 years of experience in the delivery and coordination of TA to rural health organizations, agencies, and collaborations to enhance local health system capacity, multi-sector collaboration, and long-term sustainability. He currently leads the TA program for the Rural Northern Border Region Outreach Program and also provides direct TA to Rural Healthcare Services Outreach (Outreach) and Small Health Care Provider Quality Improvement (Quality) program grantees. Mr. Butts previously led TA for HRSA's Office for the Advancement of Telehealth (OAT). He serves on the board of the Georgia Rural Health Association and holds Lean Six Sigma Green Belt certification.

Traici Brockman
Traici Brockman, MPH is a TA Team member with more than 10 years of experience in public health TA and health policy and health promotion for both state governments and national nonprofits. She currently serves as the TA Program Coordinator for the Quality grant program and provides support to both Rural Health Network Development and Outreach grant programs. Her TA supports grantees as they implement quality improvement projects and strengthen rural health networks focused on chronic disease management, care coordination, primary care medical home certification, and other value-based care initiatives.
